Marjorie Miller is an Attorney, CPA and Principal Partner of The Miller Group. She has served on the Internal Revenue Service Advisory Council (IRSAC) for a three year term. Ms. Miller also served on the Large and Mid-size Business sub-committee.

Serving on the Internal Revenue Service Advisory Council (IRSAC) allowed Ms. Miller to communicate directly with senior IRS tax policy decision-makers. She conveyed the business community’s perceptions of IRS’ activities and suggested operational improvements, offered constructive observations about IRS’ current or proposed policies, programs and procedures, and has advised the IRS Commissioner on particular issues having substantive effect on Federal tax administration.

Prior to her appointment on IRSAC, Ms. Miller was Vice-Chair of the U.S. Department of Treasury’s Citizen Advocacy Panel, created as part of the Restructuring and Reform Act of 1998. The Citizen Advocacy Panel works closely with the National Taxpayer Advocate who reports directly to Congress. Ms. Miller also served on the Bar Counsel Panel and State Lawyers Assistance Committee of the Oregon State Bar Association. She has been an adjunct professor at Marylhurst College Graduate School of Business and at Concordia University.

As a tax professional with a "Big-4" public accounting firm, Ms Miller observed that the technical characteristics of the Research Tax Credit require an expertise in manufacturing technology and software development that most CPAs do not have. Obtaining the maximum Research Tax Credit for clients requires the ability to communicate with operations, engineering and manufacturing personnel in their own terminology. She realized that the few large CPA firms with departmental "specialists" in the Research Tax Credit charged project documentation fees that are prohibitive for smaller businesses.

Historically over 80% of the 16+ billion dollar annual benefit from Research Tax Credits goes to the nation’s biggest companies with huge legal and accounting resources. Small businesses were typically unfamiliar with the federal and state Research Tax Credits and lacked a mechanism for obtaining their tax credit benefits.
